like in a frame on a user's log in page. So that when a user tries to log in or check their messages it shows up kinda saying "i see you" or if not that so that website Admins could type in other ppls IP address and do a look up?

Right now it's only possible to see your own IP info in the gadget, but you can look up other IPs on this page on the main page:
