There's really no "best way" when it comes to SEO since it depends a lot on your site and what search engines you're optimizing for.

But there are however several simple guidelines you could start with:
(listed in no particular order)
1. Keyword density: Try to keep it around 5%, but not over 10%
2. Pick 2-3 keywords/phrases to optimize for (for each page)
3. Use keywords/phrases in Title, H1 and H2 tags
4. Be sure to include the KWs in links, both internal and external
5. Try to vary how you use the keywords/phrases. Don't use the same in every link or tag.
6. Read, read, read, and then read some more about SEO in forums or oher sources since SEO is an ever evolving topic so you'll need to be up-to-date at all times if you want to stay ahead of the competition..

Incoming links is one of the most important factors for SEO since it's (mostly) not that easy to manipulate how others links to you.
The anchor text (link text) in an incoming link tells search engines what that page is about, so an anchor text of "click here" isn't that good, unless you're optimizing to "click here".
