The idea isn't too bad but I think that it will be very very difficult (if not impossible) to ban adult/pornographic content from most of the other TLDs and especially ccTLDs since most of the rules for them are created by the countries that "owns" them and there are a lot of countries out there that couldn't care less about the content on their ccTLDs as long as they get paid for selling/renting them out...
